I call that surging and its commonly caused by an air leak around the pump, either a loose pump lid, bad o-ring or loose drain plug or loose pipe coming into the pump. If so, shut off power and see if the motor shaft will spin. Please. It can also be a loose pump lid allowing air to creep in around the o-ring. The pump is currently configured for 115v.
